The traditional division of economic activity offers an intuitive vision in which the primary sector includes activities considered extractive such as fishing, mining or agriculture. In this vision, this sector would be characterized by making available certain goods that nature offers, but without transforming them in a substantive way. Another traditional characteristic refers to them as labor-intensive and poorly capitalized sectors.

That vision, now obsolete, was produced in contrast to that of the industrial sector, whose mission is essentially to transform raw materials into the finished products that the market demands. Industrial transformation requires intensive contributions of technology and capital. The demands of ensuring profitability are at the basis of the productivity criteria that our economic world has developed.

The development of industrial countries opened the door to other needs associated with the production of goods that are not quantifiable Special Data as material goods: health, schooling, transportation, among others, are essential elements of a developed society. These needs could be financed with the productivity improvements associated with industrial development and this emerging sector was called the services or tertiary sector. Today it is the one that creates the most employment and the greatest contribution to the GDP.

A part of these services are recognized as necessary for the basic functioning of society and are assumed by the administration at its different levels and with different degrees of intensity. They are public services.

The evolution of the economy has produced interactions between the three sectors and has modified their modes of production. Some examples can be cited:

The industry's traditional production models have segregated some stages of their process that have been identified as associated services. In the past, each industry had its project office, which today is produced in specialized engineering companies. Its activity is now not considered industrial but rather the service sector.



The primary sector has learned that its productivity improves significantly if it becomes capital intensive.
On many occasions it is difficult to establish a dividing line between the production of material goods and that of immaterial goods. This is the case of cultural goods, whether films, music or others. The assimilation of the ways of producing these goods and making them available to the market has come to be called the entertainment industry.
In reality, today there are hardly any activities in any sector that are not capital intensive. Could the ICT sector be conceived without the enormous capitalizations it requires? Could any activity be conceived without its necessary association with ICT?

Well, these reflections can be transferred to the world of public services, and in particular to services associated with water.
